I would have thought this was technically impossible, but you have evidence of a trial with statistically significant results. I tried to find the study but only got the abstract, but it said there had been other trials saying it worked for thigh fat, and blood levels of the drug were undetectable and no side effects. Did not say how many people in the study. Given how many either snake oil - don't work or invasive - do work, treatments there are for this issue I wonder why it did not take off?
