Although I did have something like that happen with WBS once, only the label just had a number and barcode on it (not even shorthand notation to hint at the contents). The rep swore up and down it was what I ordered, but couldn't provide a decoder sheet and that was after a prior delay due to them running out of stock right after I placed my order.
Thought about arguing with them further, but in the end just decided to eat the loss and never order from that company again.
