Cashapp, Venmo, PayPal etc all keep tabs on wallet addresses that frequently get payments that look gray or illegal. They get blacklisted, and you’re prevented from sending that address any crypto. Sometimes if they’re feeling bold they might freeze your account.
The fix, use a wallet of your own to send crypto to, first. Exodus is out there, Kraken is another… there are tons.
So, usually goes CashApp/Venmo/Paypal/etc ——> Your Wallet ——> vendor.

Try turning off wifi and vpn and send to a hot wallet like trustwallet using your data. I had the same issue with paypal not letting me transfer even after holding my crypto for 3-5 days but when i used data instead of wifi it oddly worked. I would avoid paypal like the plague its been absolutely horrendous for me.
