They are no more, but I suspect they will be back down the road.

the Chinese government shut them down for producing products "against domestic policy" or so I heard. Which probably has more to do with internal politics and power/influence reasons than anything they were actually producing. Doing business in China can be a pay-to-play situation so who knows why XCE was actually closed, but it's definitely gone.

Yes and no. It's a different company with different management and they're only doing larger orders for mostly B2B-type customers for now. The previous management and some staff is believed to have been sent off to re-education camps. It seems unlikely they will return to consumer sales any time soon if ever.
